You can set the post to be seen by the Public, your Squad, or your Regiment.
You must have a Hammer and Basic Materials (Bmats) in your inventory. Foxhole PC
Press B to open the build menu, select the Foxhole, and left-click to place the blueprint. Then, use your hammer on the blueprint to complete it. You can set the post to be seen
Press Enter to open the chat window. Use Tab while the window is open to cycle through local, region, and world channels. Voice Chat: Hold T to use local vicinity voice chat. Then, use your hammer on the blueprint to complete it
