Driven by pure anti-politics rage and supreme incompetence, the makeshift gang messes up the operation entirely. Instead of grabbing the high-profile minister, they accidentally kidnap an obscure, low-level undersecretary named Stella (played by Giorgio Tirabassi). To make matters worse, Stella turns out to be perhaps the only honest, decent politician in the entire country.
